However I do think you have a good point that more guidance should have been given to how and when to create magic items. But hindsight is often 20-20... Really enjoying your in-depth study of the the 1st edition and then weaving in how the game developed over the subsequent editions. I somehow assumed that each GM created their own magic items, just as we created our own monster descriptions, so that our players wouldn't know what to expect. Already we'd seen and experienced the ho-hum another +2 Codpiece of Loki type ennui. D&D didn't regain that wotizit suspense until Supplement IV, and then only partially.
